ChatGPT ads in Latvia: who sees them and whether you need them

ChatGPT ads can be bought in Latvia too: OpenAI's self-serve Ads Manager opened across 31 European markets on 31 August 2026, and Latvia is marked as available on OpenAI's own availability page. The minimum daily budget on a euro account is 15 EUR. The condition that decides everything: only Free and Go users see ads — Plus, Pro, Business, Enterprise and Edu accounts have none.

What changed in Latvia, and when?

OpenAI began testing ads in ChatGPT on 9 February 2026 in the United States and expanded to eight further markets over six months. On 18 August it announced that ads would reach 31 European countries "next week" — its largest expansion to date. At first they could only be bought through OpenAI's ads team and partners; the self-serve account for Europe opened on 31 August, which OpenAI added as an update to that same announcement.

OpenAI never named the exact day ads appeared on screen — the announcement says only "next week". Press reporting points to Monday 24 August; we mark that as reporting, not as an OpenAI-confirmed date. Latvian availability, by contrast, is directly checkable: on OpenAI's Ads Manager Availability page Latvia is listed as Available. The same page carries an important condition — the legal entity that advertises and is billed must be based in one of the listed countries.

Who actually sees these ads?

This is the one question that decides whether the channel is for you. OpenAI's help centre puts it plainly: ads may appear for users on the Free and Go plans, while Plus, Pro, Business, Enterprise and Edu accounts will not have ads. Ads are also withheld from accounts identified as belonging to people under 18.

  • Sees ads: Free and Go users, adults.
  • Never sees ads: Plus, Pro, Business, Enterprise, Edu.
  • Also excluded: accounts identified as belonging to minors.
  • Where it sits: below the end of a response, labelled sponsored and visually separated. During the test ads do not appear in the ChatGPT Atlas browser.

So before planning a budget, ask an honest question: which tier is your buyer on? If you sell B2B and the decision sits with a founder or a marketing lead, they often already pay for ChatGPT — and they will never see your ad. If you sell to a broad audience the picture reverses: most ChatGPT users are on the free plan.

What does it cost, and what is the minimum budget?

The campaign objective also sets the pricing model, and there are three: CPM (per thousand impressions), CPC (per click) and oCPC (per click, optimised toward a conversion). The objective cannot be changed after the campaign is created, so it is chosen up front.

The minimum daily budget depends on the account's billing currency, and OpenAI publishes it as a table. For a euro account it is 15 EUR a day; for a US dollar account, 25 USD. That is a lower threshold than most people expect: a first test is not a question of big money.

A daily budget is an average across a seven-day period rather than a hard ceiling: a single day can spend up to twice the daily budget, while seven days will not exceed seven times it. If you want strict control of the total, choose a campaign-total budget instead of a daily one.

OpenAI publishes no recommended bid. For conversion-optimised campaigns the help centre says it directly: there is no recommended bid amount at this time, and the bid should be adjusted against actual delivery. If someone quotes you the "right" click price for ChatGPT ads, it did not come from OpenAI.

How can ads be targeted in Latvia?

Here is the biggest difference from the United States. Personalised ads are not initially available in the European Economic Area or Switzerland — OpenAI's help centre says so. In practice that means an ad in Latvia is selected mainly on the content of the current conversation, not on the user's past chats or memory.

  • Context, not personalisation. Personalised ads are not initially available in the EEA or Switzerland.
  • Country, not city. Finer geo-targeting is US-only for now.
  • Devices: iOS app, Android app, web (mobile web included).
  • Custom audiences and measurement can be added: OpenAI Pixel, Conversions API and third-party integrations.
  • Sensitive topics are closed: personal health, mental health, politics.

That changes how you think. Building an "audience persona" is pointless — what matters is understanding the question a person brings to the assistant right now and writing the creative for exactly that. Country targeting sits at campaign level; finer geography (state, region, ZIP code) currently works only in the United States, so you cannot target Rīga or Kurzeme separately. You can choose devices: iOS app, Android app and web.

One more boundary is worth knowing in advance: ads are not eligible to appear near sensitive or regulated topics, including personal health, mental health and politics. For a clinic or a therapy practice that means the most obvious conversations are simply closed to this channel.

Do ads change the answer itself?

OpenAI says no, and states it clearly: ads do not influence ChatGPT's answers, they run on separate systems from the chat model, and advertisers have no ability to shape, rank or alter responses. An ad is a paid placement, and seeing one does not mean OpenAI endorses that company.

When several ads are eligible, the choice comes from a combination of factors including relevance and advertiser bids. Conversations are not shared with advertisers and data is not sold; an advertiser receives only aggregated, non-identifying performance figures.

Why can't you buy the other half of the screen?

A ChatGPT ad is a block below the answer. The answer itself — the part where the assistant names specific suppliers and companies — is not for sale. You get in there only because your page is written so that it can be read, understood and quoted.

  • The rented half — the ad block: fast to switch on, measurable, ends with the budget, visible only to Free and Go users.
  • The earned half — being named in the answer: slower, no guarantee, but visible on every tier and it does not vanish when the campaign stops.

In practice that is two different jobs on one screen. One half you rent with money, and it disappears the moment the budget stops. The other half you earn with content and structure, and it stays after the campaign ends. The honest answer to "which one should I buy" is usually "the second one first" — because an ad sends people to a page the assistant still cannot read if nobody prepared it.

What does EU regulation change here?

On 31 August 2026 the European Commission designated ChatGPT a very large online search engine under the Digital Services Act — the first such designation for an AI chatbot, against a threshold of 45 million average monthly active users in the EU. Four months were given to meet the extended obligations, including systemic risk assessment and audit, so by January 2027.

For an advertiser the practical sequence does not change, but the context gets stricter: transparency requirements grow on the platform side, and ad labelling becomes more formal. When you do not need ChatGPT ads

There are at least four cases where the money is better left unspent.

  • Your buyer is on a paid tier. Common in B2B. The ad simply never reaches the person who decides.
  • Your subject is sensitive or regulated. For health, mental health and politics this channel is closed.
  • The page is not ready. If the landing page does not answer the question the visitor arrived with, the click is paid for and lost.
  • Nothing to compare against. There are no public return figures for this channel, so a first budget is an experiment, not a forecast. Plan it as one: fixed amount, fixed period.

What we still do not know about this channel

The limits, stated honestly. There are no industry benchmarks at all — OpenAI says so itself: the platform is early, and figures to measure a result against do not exist by advertiser, by industry or by campaign type. There is no publicly confirmed list of Latvian advertisers either, which is why we name no specific company here.

What is known is that advertisers are numerous: OpenAI writes of tens of thousands of marketers who have now advertised on ChatGPT. How many of those are in the Baltics, and with what result, is not public.

That is why this page contains no "average result" and no promise of return. We plan a first campaign as a measurement: a fixed amount, a fixed period, one landing page, and a clear question that will have an answer afterwards.
